Provincial Nominee Programs are immigration pathways operated by individual provinces and territories in partnership with the federal government. Each province sets its own eligibility criteria and nomination streams based on local workforce demands.

A provincial nomination significantly improves an applicant’s chances of receiving permanent residence.

How Provincial Nomination Works

Applicants may apply to a province either:

  • Directly through a provincial stream, or

  • Through Express Entry–aligned PNP streams

Once nominated by a province, applicants can proceed with a permanent residence application to Immigration, Refugees and Citizenship Canada (IRCC).

Who Are PNPs Suitable For?

Provincial Nominee Programs may be suitable if you:

  • Have work experience in a high-demand occupation

  • Have a job offer from a Canadian employer in a specific province

  • Are currently working or studying in a province

  • Have family or community ties to a province

  • Do not meet Express Entry cut-off scores

Types of Provincial Nominee Streams

While each province offers unique streams, most PNPs fall into the following categories:

Skilled Worker Streams

For applicants with work experience in occupations needed by the province, either inside or outside Canada

Express Entry–Aligned Streams

For candidates already in the Express Entry pool who receive a provincial nomination, improving their CRS ranking.

Skilled Worker Streams

For applicants with work experience in occupations needed by the province, either inside or outside Canada

Employer-Driven Streams

For applicants with a valid job offer from an employer in a specific province.
